Integrating data science into the translational science research spectrum: A substance use disorder case study

The availability of large healthcare datasets offers the opportunity for researchers to navigate the traditional clinical and translational science research stages in a nonlinear manner. In particular, data scientists can harness the power of large healthcare datasets to bridge from preclinical discoveries (T0) directly to assessing population-level health impact (T4). A successful bridge from T0 to T4 does not bypass the other stages entirely; rather, effective team science makes a direct progression from T0 to T4 impactful by incorporating the perspectives of researchers from every stage of the clinical and translational science research spectrum. In this exemplar, we demonstrate how effective team science overcame challenges and, ultimately, ensured success when a diverse team of researchers worked together, using healthcare big data to test population-level substance use disorder (SUD) hypotheses generated from preclinical rodent studies. This project, called Advancing Substance use disorder Knowledge using Big Data (ASK Big Data), highlights the critical roles that data science expertise and effective team science play in quickly translating preclinical research into public health impact.

Summary
The authors suggest that committees use nonlegislative hearings, or oversight hearings, as a means of expanding their own jurisdictions. Because nonlegislative hearings afford committees considerable flexibility, they use these hearings in the hope of redefining an issue. Using nonlegislative hearings, committees will attempt to convince others that a given issue has multiple dimensions and that they have some claim to a component of the issue. The authors find that nonlegislative hearings have a significant influence on the evolution of committee jurisdictions over time.
NONLEGISLATIVE HEARINGS AND POLICY CHANGE
When Senator Edward Kennedy assumed the chair of the Administrative Practices and Procedure Subcommittee of the Judiciary Committee in 1969, he inherited a weak unit with little legislative clout or public visibility. Within five years he changed the direction of federal policy in a dramatic way, however, even without expanding the legislative mandate of his subcommittee. While the “Ad Prac” subcommittee had statutory jurisdiction over only a limited number of topics, it had an extremely broad mandate for administrative oversight and investigation. With virtually the entire federal bureaucracy open to his investigation, Kennedy searched for areas where he could make a mark. After a few years of issue-jumping, he enlisted the assistance of Harvard Law Professor Stephen Breyer in 1974 to help the subcommittee focus on a specific issue area. After a year of planning and research, the Ad Prac Subcommittee held oversight hearings on deregulation of the airline industry. The resulting attention to the idea eventually forced Congress to act.

Scholars studying congressional committees have noted the potential for members to seek membership on particular committees, leading to bias. Underpinning this line of scholarship is what might be termed a theory of comparative committee statics, characterized by a cross-sectional empirical approach. We present a new approach that focuses on the dynamics of jurisdictional control. By following a series of issues through the committee hearing process, we show that there is indeed significant issue bias in particular committee venues. However, we also find that new committees often claim jurisdiction over issues as they are redefined in the political process. The degree of jurisdictional monopoly enjoyed by different committees has been overlooked in the literature on this topic in spite of its importance in determining the nature of representation of interests in Congress.
